At DCSE Field Services, we serve as an extension to your field operations. Our philosophy of leveraging our broad industry experience and bringing in the best practices, defines who we are. Our key services involve working with all assets owned and operated by municipalities and water/wastewater agencies.
 
Valve Program 
 
To ensure good flow conditions it is imperative to exercise valves periodically. Quite a few mandates can also be complied with, if the owner identifies the asset condition and knows the issues beforehand. DCSE’s Valve Program helps agencies locate the valves, assess their condition, exercise the valves, identify which type they belong to, and use their GPS location to enhance the GIS program.
Per the AWWA: “Each valve should be operated through a full cycle and returned to its normal position on a schedule that is designed to prevent a build-up of tuberculation or other deposits that could render the valve inoperable or prevent a tight shut off.”
 
  
  
Hydrant Program 
 
A Hydrant Maintenance Program is very important for the upkeep of water distribution systems.  DCSE’s hydrant and blow-off program helps agencies locate hydrants and blow-offs, assess their condition, paint, test the flow, and identify and use their GPS location to enhance the GIS.
DCSE’s Hydrant Program ensures that the hydrant valves are working properly, that there is improved water quality and no accumulated sediment in the system,  chlorine disinfection levels are effective, taste and odor problems are eliminated, bacterial growth is controlled, and safe pressure levels for fire protection are maintained.

 
 
Meter Program 
 
Minimizing water usage is not only good for the environment, it also helps families to save money and cut household bills. Water agencies rank the usage of meters as the most important means of assessing water consumption and conserving water.
In late 2004, the California Governor signed AB 2572. This new State law requires all water suppliers to install water meters on all customer connections by January 1, 2025.
DCSE’s Meter Program helps agencies locate meters, assess their condition, retrofit them with AMR capabilities, install new meters where flat rates still exist, and use their GPS location and billing information to enhance and construct an enterprise-wide GIS.
DCSE has also performed Water Budget and Rate studies, and demand forecasting for agencies to more pro-actively balance their water consumption and water supply.
 
 

USA Program 
 
California legislation passed in 1986 laid out the responsibilities of both excavators and owners of underground lines. Excavators must:
· Call USA and give at least two working days notice prior to excavating.
· Delineate (outline) their job in white paint.
· Hand expose to the point of no conflict within the tolerance zone.
Member Agencies must:
· Mark or locate their lines within two working days of the start of construction.
· Use the APWA color code to mark their facilities.
· Be accurate within 24 inches either side of the buried facility (tolerance zone).
 
DCSE’s USA Program uses Spatial Wave’s FM technology and helps member agencies locate lines, accurately mark facilities using the APWA color code, provide reports and routes for marking tickets to the agency, retrieve old ticket information and see ticket marking on a map with all facilities impacted within the boundaries.
